Send him the phone, and let him get the pre-paid SIM since his whereabouts may be unknown or may change. I would probably just go with T-Mobile prepaid, or Cingular if he is in the U.S.

Hi - dearest husband is returning home from the military overseas and I was going to mail him my old Motorola v330 - quad band phone to use on his way back. While he's flying home, the kids and I will be enroute to the new house in another state. The phone is currently locked to T-Mo so I'll need to get it unlocked. That shouldn't be a problem since I've been with T-Mo for two years.
What kind of sim card should I purchase for the phone? As of right now, I don't know where he'll be flying out of or where his layovers will be or how long this trip home will take but it would be nice if we could keep in contact along the way.
Any suggestions are greatly appreciated.

Can a U.S. sim be used in other countries? Can a sim purchased in ... say ... Greece or Turkey or Saudi Arabia be used in other countries including the U.S.? If I call him, am I calling an international number? Can he send and receive text messages using any other sim?
As you can see...I am completely clueless when it comes to this aspect of phones.

Dangit, you said internationally didn't you? He will need to pick up a SIM there than, not a US based one like Cingular. You could use a Cingular SIM but you would get hosed on the international roaming.
See if he can find out from a local about what to get for prepaid in whatever country he may be in.
