The problem is that AT&T never announced it that way, they announced this:

Keywords: Mobile Broadband in which EDGE is not considered a part of from all that I ever saw because it is only 2G, and 2G isn't mobile broadband.
Their announcement really only referred to deploying HSPA+ to 100% of HSPA network. I think that only ever happened on the air interface though.
I've never seen any announcement that specifically stated they were going to deploy HSPA to all GSM areas. However in the leaked version of that FCC document that has the confidential information intact (in which i have a copy of somewhere) had a line which AT&T stated they had the intent to to deploy HSPA to all 2G areas. I'm not going to try and find it, it is highlighted in the forums somewhere. However that was confidential and was not to be known and prior to all this merger stuff.
Now I'm not trying to be an ***...however I have never seen this announcement that you guys speak of because it never existed. That FCC document is not an announcement, it's only referring to an actual PR at&t released, and doing so incorrectly. However u can kinda blame AT&T for being a little tricky with terms.
