My roommate is also concerned about her $5 vision plan on her Touch.
so when will they potentially start enforcing via IEMI if they do? If they start before the 4th, unlocked phone users could see some hefty unexpected bills.
Also, if it is IEMI based, as long as your IEMI matches is it still "data is data"?

I don't see why people currently have previous data plan have to worry about this new unlimited WAP plan will effect on your current any kind of phone you have... It will continue to work as before, because if Rogers auto change your current data plan to this new WAP plan and break your way of using data then they will receive call/complain from thousands of existing customers... don't think Rogers will afford that... plus they haven't send you any email notice about the change, so they still expect your device still work with your current data plan...
Only for new subscribers who want the new WAP plan will have the only WAP unlimited On-Device Mobile Browing and the IEMI is apply/control for this plan only not for other data plan...

To me, it is safer and more insurance to apply to the current data plan before Feb 5th, so your anykind phone still able to browse the internet... and wait until Feb 5 to see what the unlimited On-Device Mobile Browsing can do, and you want to swich to it or not...
Otherwise after Feb 5th, you might not able to subscribe to the old cheap data plan (because it will be discontinue) in order to browse the internet on your anykind phone anymore...

Yes but here's the thing. The $5 vision plan was ONLY ever supposed to applied to vision devices, NOT WM devices. Obviously through things like HoFo we all know data is data (generally). So in theory Rogers can do what they want, because a plan that was not supposed to be applied to an account in the first place was. It's kind of like the $65/1GB PC plan. Everyone with an iPhone/WM phone that needs an acceptable amount of data without paying $80+ has that, but really, Rogers COULD just do what they want because they are using a PC card plan on a handset.
They will definitely field complaints, and it really wouldn't be worth their time, I'm simply saying that when it comes to people sort cheating the system a little, Rogers probably has no sympathy.

Most of the respectable heads who posted info here aren't speculating. The thread has moved quite a lot into the right direction from where it started and honestly there isn't really anything else to claim any more. O_ssie has spot on information and we all know I do not falter with what I post .
If you bought the phone from Rogers, it is in their database. Whenever you connect to the internet, you IMEI is sent to the Rogers Tower and then fed into the system. Based on your IMEI, the billing system will charge you accordingly
Example: You have the 5$ unlim on-device data plan and you own a W580i and a HTC Touch.
When you put your SIM into the w580i, the system recognizes it and doesn't charge you anything extra to access the net. IF you then take the SIM out of the W580i and put it into the HTC Touch, as soon as you try and access the net from that device, it'll send that IMEI for that 'session' and you would be subject to pay-per-use charges (either 5cents/KB or 3cents/KB - not yet released - probably 5cents though)
If you are using a NON-ROGERS phone, The billing system will not know what phone you are using so it assumes you are using a data device and would also be subject to pay-per-use data charges on the $5 Unlim on-device plan. The WM packages will work for non-rogers phones though
