how do you activate a siemens phone

could someone please tell me how do activate a siemens phone.
when the phone is on it says " Phone disabled! SP lock" and it has a "sos" option and thats it
how do i unlock it so i can use it?

SP-Lock refers to Service Provider Lock. The carrier which issued the phone must provide the unlock code or you must pay an outside party to unlock the phone. You could do a Google search for unlocking service for your phone model, which you did not happen to mention.
