If it is a Q, Q9c, or Q9m you can hold down the Center Navigation key during power up, select yes to do a master reset. It will clear personel information though and put it in the original out of box state.
If it is a Q9h hold down * and E and then power up the unit, it will automatically do a Master Reset without asking. Make sure you battery is charged, you should still be able to charge it even though the phone isn't powering up fully.

I am also having this problem. The above solution does not work.
It just stays stuck on the verizon logo screen

Does anyone else have any ideas how to fix this? I read somewhere
that the phone would need to be re-flashed. I know how to flash other
phones (razr) but could anyone tell me if this is different?

Also, what software would I use to flash the Q9m?

    Any help greatly appreciated.

You need rsd lite and the monster flash file for the carrier. Install rsd lite and use ur USB cable to plug in the moto q then get the proper monster flash file and let rsd lite do it's work.

    Thank you for your help.
I do have RSD Lite, I'll be looking for the flash file today.

    Hope it works.

    Thanks again,

    UPDATE...

I was playing around with the phone over the weekend and I finally
got it to work. It was just a stroke of luck I guess.

I tried powering it on several times without the battery and it didn't
work. So then I just left it there plugged in, no battery. About 10
minutes later the screen saying no battery was installed came on.

So then I put the battery back in and then plugged it in again. Still
nothing. So I left it there. about 15 minutes later the battery started
to charge. I let it charge fully (about 4 hours) then I tried to power
it on holding the center key. Well, it took a few minutes but then
miraculously it asked me if I wanted to do a hard reset.

I did the hard reset and then the phone FINALLY powered on. I
was sooo happy. Needless to say that the phone now works and
    all is well. :-)

Thank you to all who helped.
