    Unfortunately, I have not found anything new regarding this option since my last post.
    Have you tried the official AT&T Forums? I did a search and didn't turn up anything, but it might be worth asking there.

    I think that in 6.1, Power Saver is turned on by default.

    If you search the registry for Saver you will find that it is listed as a default setting.

    I determined that the phone itself appears to have a loose connection for the display and have a warrenty exchange setup to hopefully remedy this problem. I discovered that if I tap the back side of the phone when the phone appears to be stuck, that the display shows the screen.
