    anyone know what this actually (technically) means?

    SPL = Specific Programming Location,

    it is part of the programming for the PRL some phones are SPL locked and you have to enable the PRL to allow the OTA or Over The Air Programming

    Service Provisioning Lock, the 000000 code (or another specific code if it's prepaid)

    Just one step in a sequence when doing OTA.
