Yeah I was wondering about that too, in regards to having to be an AT&T cust. or if this means anyone with an iPhone, period, could get in on this deal. I'd have to guess the former.

No you get a refurbished original iPhone and you will get to pay $199. Just like if you brought in a broken original iPhone that was not waterlogged as you suggest.
This is not a special just for water damage. This is an expansion of the existing Out of Warranty Service (OWS) plan / process from Apple. Before this modification, if you had liquid damage or a phone that was in multiple pieces you were unable to get the OWS. Now you just have to keep all the parts together and you can pay $199 for a refurbished replacement.

Again, this is not a new plan but the inclusion of liquid (water) damaged phones in the OWS process and a uniform price of $199 instead of the $199 / $299 pricing based on the phone's storage size.
Apple has access to see your contract status with AT&T, so the Apple Genius can and often will start by asking for your AT&T phone number. Remember Apple is an AT&T Authorized Agent...

FOLLOW UP Went to the Apple store. My Genius Appt. was 12:15 PM. He checked the moisture indicator and gave me a White 16G replacement for $199. Out the door in less than 10 minutes.
