Yes. Remember you "signed a 1yr contract". Part of that contract is an ETF if you cancel early.

I had a friend give me a Curve that he wasn't using when I signed my one-year contract last year. Since my phone wasn't subsidized, do I still ahve to pay an ETF if I cancel?

Was this prior to VZW offering month-to-month service? You shouldn't have needed to sign a contract if you were not getting an equipment subsidy.

Yea, I know this could all be confusing.
The predominate reason or justification for the ETF fee, is the equipment subsidy one gets. So, it might seem reasonable to believe that if you declined the equipment subsidy that VZW would forgo the ETF.
In a perfect, reasonable, world that might be true, but unfortunately, as stated above, it isn't.
However, its a perfectly good question to ask.
