Many phones do this as soon as you put your sim card in. (Nokia's for example).

I wouldn't jump to conclusions yet. Bell could easily implement technology to prevent unlocked devices.

I have a Verizon phone (which is locked to the carrier), and it roams just fine in Canada.
Carriers would rather you roam on their networks from foreign carriers, than buy prepaid cards on local networks with unlocked devices. Roaming revenue is a huge cash cow.

Rogers does, pretty much everyone I know is with fido/rogers, not one used/uses it. I dont think Rogers even offers plans for it anymore. Flopped bigtime. Doubt bell will reinvent the wheel.
