I just tried this from my home -> GV -> T-Mobile cell.
If my home caller ID is blocked then my cell phone gets my GV number as the Caller ID.
If my home caller ID is unblocked then my cell phone gets my home number as the Caller ID.
Maybe the OP could explain their situation a little more clearly...

I think it is pretty simple. Caller announce does NOT announce the NUMBER of the caller. I was under the impression that it SHOULD. Is it ONLY supposed to announce from my phone book?

It announces the NAME as recorded by the person who is calling you. The first time they record the name for announcement, and after that it remembers the recorded name even if that person is not a GV contact.
The NUMBER is available to your phone as a CALLER ID.
P.S. This is what I mean about tech support nightmare. Even by your second post in this thread you never mentioned that you wanted it to announce the NUMBER...

I guess I assumed all of this was clear. I clearly said what I assumed Presentation would do. PRESENT the PHONE NUMBER calling me. But it only PRESENTS the NAME if the person is in my phone book.
Um, OK, but when I look at the Settings -> Calls menu in GV, next to Call Presentation, it says "Announces caller's name and gives answering options."
