Stop Sprint provisioning on a Q9c

Is there a way to stop a Q9 from being provisoned at booting with Sprint?
I have looked in the registry and with QPST at the phone and have been unable to find where I can edit the settings so that it does not try and register with sprint.

I don't want to flash the phone with another ROM.

The phone is using verizon for voice and texts but so far I have been unable to edit the settings to use data (from VZ)

I looked at the PPP config settings in QPST and most I can change but the one that keeps reverting back is the UserID. It is listed as MEID_number@hcm.sprint.com -and I have tried to change it to a VZ ID but after writing and a reboot it reverts back to the sprint ID.

So I was hoping someone in here knew what I was doig wrong or could tell me what I had to do to edit the settings to work as I would like

The impression I got when trying to do this with my v950 is that the firmware resets the user id in profile 0 (zero) to meid@hcm...., and that is then used to get the data for profile 1. I tried turning off the radio hoping that it would help, but profile 0 still gets reset.
