No. As a general rule Tmobile version of all phones do not work on Telus or Bell.
Not sure why you are confused, the spec sheet YOU linked to is very specific about the supported bands and it does NOT include either 850Mhz or 1900Mhz on HSPA/WCDMA.

We think everyone should be able to afford a wireless phone. That's why we were the first wireless company in North America to offer pay-by-the-second airtime, and why we don't charge an activation fee. NO scary contract to sign. Immediate national coverage. And a 30-day satisfaction guarantee. Yes, it's finally time to get a wireless phone.

The real question here (which has not been answered) is how well 850/2100 devices work. The Canadian cell tower map shows no 1900 towers within a hundred miles from me, yet I will occasionally pick up 1900 on my Galaxy S in addition to 850.
Don't trust the bands on the Canadian cell tower map, it is not accurate. I am using a Nokia E51 850/2100 since the network launched and it is working just fine in all Nova Scotia (there is HSPA signal were CDMA is dead). On the cell tower map in Halifax (and all Nova Scotia) all towers are marked just 850, BUT 1900 is also preset. For a day I had a LG CU720 and by using a code to access the service menu I could activate individual bands and deactivate the rest. I had reception on both 850 and 1900 so that leads me to believe that the cell tower map is not accurate regarding the frequency bands.
The question is > does 850 exist on every tower or there are towers with only 1900 Mhz ? Maybe for smaller provinces and rural areas 850 Mhz is present everywhere and 1900 is present in dense urban areas.
Hey I am interested in purchasing an AT&T captivate from a seller on the board. Now I am wondering about a few things, can I unlock this and will it run on Telus' new network 3G+? Also I am currently on a CDMA plan, could I just get a Telus SimCard for my phone and not change my plan and see if it works. Or will I have to change my plan?

geahgeah,
Greetings.
It will work but you will do all the heavy lifting by manually input the right APN, configurations before it will even TELUS will show up in the network screen. BTW, if you have obtained the IMEI of the Captivate, try to see if it will show up in the Non-TELUS device compatibility checking tool... http://www.telusmobility.com/en/ON/p...tibility.shtml
As for the rate plan after the migration, it will remain intact - except certain features may not be carried over such as Unlimited Web Browsing.

So I will just need to put this into the settings of the captivate?

I'm using a Moto XT701, and it's really weird about MMS (it doesn't send or receive the images/attachments). Off hand, is there anything I can do to resolve this, or am I just stuck with the issue? All of my APN settings are correct. I'm not really sure what else to look for.
