If I get the phone at Wirefly, and then decide I don't want to keep it, can I return it to a Verizon store or do I have to send it back to Wirefly?

Yeah, it's weird how every Best Buy store is different. Luckily for me, my local BB is usually very accommodating. I've activated several phones there, and they've always been able to match my NE2 discount. At their stores, it isn't automatically attached as a discount, you have to let them know.
Their price matching policy does vary from store to store. Mine has matched online prices from both their website and external ones. The manager there said that since they buy the phones directly from the cell companies, they are able to do basically whatever they want with the prices. My sales consultant told me they'd do pretty much anything to please a customer and bring them back so they'll forget about their standalone corporate stores. I like hearing this, as I've been screwed over and overcharged by many commission-fueled Verizon stores.
If you don't have luck at the first Best Buy you could try, try and try again. I can assure you'll find someone nice who will help you out!
Also, I forgot to mention that they should be able to transfer your numbers for you when you go in. I noticed they have different number transfer equipment than my old Verizon store used to, but I've had pretty good luck with them. I'm sure it depends on which phones you're transferring between, but it doesn't hurt to ask I guess.
Amazon does as well. I'm glad I got mine for free, I probably would be a bit upset about how fast and how much the prices dropped.

If you have any local cell phone shops, it's worth checking out. I work in downtown LA. I've been buying Verizon phones from a small shop in a strip mall in Koreatown for the past 5 years or so.
Right now they're selling TWO Droids for free after rebate. VZW is buy one for $200 and get one free.
There's nothing shady about it, full warranty, authorized dealer, etc. From what they tell me, these small stores basically discount the entire commission they would receive on the phone. They do this to make commission on the plan/monthly charges.
Check out your local dealers.

yes and no...you would pay the full price (non subsidized price) if you didn't activate it at the time of purchase, so yes, you could do that, but it wouldn't really make much sense...
