Any free apps you paid for should come back automatically, you need to re-download free ones on your own.
Only thing I can think of is clearing your gmail accounts and only adding the one your apps are associated with first.

I was having internal memory issues with my Droid and had it replaced after it happened a second time within a week. When I did the factory reset last week, all my previously downloaded apps were available to re-download from the Market. I got home from the VZW store with the NIB Droid, reinstalled my 2 Gmail accounts and Facebook and the contacts, emails and FB contacts are all synced up. I went to the market to get my apps, and nothing is there. I had purchased GDE and Beautiful Weather apps. I really don't feel like purchasing them again. And, the free apps I had previously downloaded are not showing up either.
Is there something I'm doing wrong and will I have to purchase GDE again? Some may have read my same post on another forum. I need to get some clarification before I purchase previously purchased programs again. I thought once purchased from my gmail account, it would know somehow? I always had the syncing turned on until the phone swap this morning.
I am no longer an employee of VZW, I left on good terms and still think VZW is the best network in the U.S. and most helpful CSR's in any industry.

Did you use the same GMail account as the primary account? I don't know if the market is linked to only one or can link to more than one.
It should be automatic. I've had to replace my Droid a couple of times, and every time the apps are automatically pushed to my phone. Free and paid. You just have to give it 5-10 minutes to do this after activating the new phone.
I've never had to go to the Market app and download stuff again. The most I've ever had to do, was customize my home screens again by readding widgets and app icons.

Problem resolved. I used the wrong gmail account as my default. I did a factory reset, entered my other Gmail account, and the two purchased items reappeared.

Every app you download is tied to a specific account you have with Google, so they have a record of what apps you have downloaded.
