Please Help: I cannot turn on SCH-I760 phone feature

I bought a new Samsung SCH-i760 phone from Ebay. After several days of strugle, I am still stuck on turn on the phone feature.

I can turn on WI-FI and Bluetrooth without problem. But whenever I try to turn on phone furture, I get a message "Low Battery! The phone cannot be turned on" if I use battery even it is fully charged. Then, I plug-in the charger cable, try to turn on the phone again, I see the "on" appeearing for a moment, then 3 beeps followed, and finally the phone feature is turned off.

The ESN of the phone is clean(I have phoned Verizon wireless confirm this). And my account is activated via PagePlusDicrect with this ESN without problem. Now, I cannot dial a number to complete the activation.

What happens whith this phone? Is the phone bad or something can be done tp get rid of this problem?
