I have recently upgraded to 6.5 on my touch, and when i try to open Opera Mini, it goes through JAVA. Does this cost me anything? Why can't i just install it on my phone?
The answer is both yes and no: it costs nothing to use a java app, but the *maker* of the java client has to be compensated for that to be legal. Most stock ROMs have some sort of Java client in them, but custom ROMs may or may not. You can likely find a Java cab floating about, but how you feel about the legality of that is between you and your God.

Opera mini is completely free java app. The only thing is it uses data so you need to have a data plan, unless you stick to WiFi only. It's a web browser, so sure you could install it for free.
