Fuzzypumpkins, there are phone tester jobs, look around. The FCC has people that do testing. The thing is those aren't the best paying jobs, if you are an engineer than design pays more.
Each phone goes through a lot of testing. Whomever design a section tests that, than there are lots of test done by the manufacturer and than according to each carrier. A lot are done by technicians.

I'm guessing Verizon. It would be kinda weird to release the first Droid on Verizon then release the second on AT&T.
