If the company won't provide unlock codes, you're out of luck and Nokia won't help you either. There can be two reasons why they won't provide codes - exclusivity or they can't afford / aren't willing to fork out for Nokia's unlocking hardware.
Geniune Nokia unlocking generally goes through a program called Winlock (Phoenix) and a specially issued smart card from Nokia in Finland. The cards are insanely hard to get a hold of because only one will be issued by Nokia at once per company and it will dead-lock if it is removed even slightly from the smart card reader Nokia provides the company with after it has been activated.
If your company Fido doesn't have this hardware or can't use it because they've dead-locked their smart card (new ones come at a metric buttload of money and take up to 6 weeks to be built and sent), they can't provide you codes even if they wanted to. A lot of companies are doing this now - they don't want the maintenance costs associated with the hardware Nokia insists they use, so they just decide not to go into an agreement for the codes and instead claim exclusivity for the handset on their network.
You could try a website that does unlockings / jailbreakings, but those are really hit and miss and fail more times than they work - you can end up completely screwing the handset with failed codes trying this way and if that happens, guess what? Only way to unlock is to have it physically plugged into the Nokia hardware by your handset issuing company.
tried to use this web-site to unlock my 7-Eleven locked 1661 phone and got: We currently do not have any unlocking services that are supported by your mobile phone.
checked Fido-branded - the cost is $22 (!!!) for a $50 phone it's nonsense
