After it went through a complete wash cycle I found it turned off. I took it apart and cleaned it with alcohol and let it dry for two days. It worked but the screen was washed-out looking and I cracked the LCD while disassembling it, everything else seemed to work, touch, wi-fi, 3g, camera, speakers, and microphone. So I ordered a replacement LCD screen which came in today and I installed it but I still have the washed-out screen. Is there anything else I can try or is the $199 out-of-warranty option my best bet?
if you already disassembled your iphone and Apple see it, 199$ out-of-warranty replacement won't be an option... Apple will not exchange it even if you pay 199$.
I say your other option is to back up your iphone (if possible), get a really cheap unlocked gsm phone to use(if you can stand being without an iphone) while saving for the iphone 4. it's only a few months away and most likely it will be a major upgrade. you will know more about it come Jan. 27th. So wait til the 27th to make a decision.
also you can always sell your current phone. there's people on craigslist looking to purchase used iphones in any condition then use that money to buy a used working iphone.
That happened to me too. My wife grabbed my pants and threw them in the washer without checking the pockets. The screen looked like the "Windows" clouds screen saver. It took about five days and the screen cleared up but the battery wouldn't take a charge. I bought a battery on eBay for but it still wouldn't charge. Other then that, all other functions worked fine. I took it to the Apple store and got the $199.00 replacement.

Not always. I cracked my screen and replaced it myself. Couple months later it started going into coma-mode, took it in and they handed me a refurb. I was a little nervous that he would know that I had opened it up but I'd like to think that I can do just as good a job as they could.
