That might be the "Omakase Lock". It doesn't ask you for the password again, right? In that case, it's been remotely locked by docomo and it's essentially useless.
A reported stolen mobile.

It might still have some value as spare parts, though- check to see if anyone wants an LCD or something.

I wouldn't say stolen per-se. "Fell off the back of a truck!!!"
Yeah just like in the 70's and 80's when Italian dads goes shopping at 12 in the morning....lol
So does anyone know how to solve this?
Nope. Not without help from docomo, and it's very unlikely you're going to get that.
only the origin owner who registerd with that keitai serial number able to unlock it by request to docomo......
...... guess I'm not getting it.....

Find the very first original owner of that phone.
Tell them to go to Docomo and request for the remote lock to be removed which will require the owner to bring the proof of purchase and all kinds of other documents.
Now if the phone was a lost or stolen then yeah
That is bad, I wonder if you go to a Docomo store in like NYC and see what they say?
They have a docomo office in Hawaii close to where i live in waikiki, i can ask them
