REMEMBER ONLY THE 3GS HAS ISSUES DOWNGRADING 3g and 2g can downgrade without any special method. Just hold shift and press restore (option restore for macs) and choose the firmware file (all firmwares are downloadable from iclarified.com)

If I go buy an iphone 3GS with 3.1.3 FW today, will I be able to tethered JB it and unlock it, and do the same for every reboot?

not enough info. The most important part you left out. What baseband is he on? What firmware is he on? find out that info, refer to the first post and you'll have your answer

Phone is on 3.1.2 and has blackrain on it and is jailbroke but not unlocked yet. I read first post and mentions nothing about needing SIM card in or out of phone. Any help?

I think the easiest is probably to get a prepaid/borrow ATT SIM and activate the phone then download any of the unlocking tools from Cydia to unlock the iPhone.

4th and 5th of the serial no will tell you the week. 3rd will tell you the year.

I used the latest version of redsnow.

What happened was first I downgraded to 3.1.2, got the error 1015 that I read would happen. Ignored it, jailbroke with blackra1n but then had no signal. I'm guessing the phone can't be activated when you get the error 1015 message so I could not have activated before jailbreaking. What am I doing wrong here?

You don't have to worry about the week if it's a 3g. Only if it's a 3gs do you have to worry about the week, etc.

redsn0w should work fine so long as you are using the latest version.

Also, you can download a custom ipsw (that's a custom firmware search google or yahoo custom ipsw) get the unactivated one (since it's not unlocked) and you can restore using that.
