How to transfer your Roger's pay as you go account to 7-11 speakout and preserve your Roger's prepaid account balance.
1. Why speakout? The main advantage of speakout is that it is more attractive for people who don't use their cell phone very much. Speakout offers $25, $50, and $100 vouchers that expire in 365 days while only the $100 voucher at Rogers has a 365 day expiry. In effect, you can have a phone for $25/yr at 7-11 speakout. Disadvantages of speakout include the 25cent rate vs rogers 1 cent evenings/weekends and 25cent/15cent after 5 minutes programs, lack of statement at 7-11, and shorter deactivation grace period.
2. What you have to do to get setup at speakout? You will need a speakout SIM card which they don't sell separate from their phones so you might buy a cheap 7-11 phone for $39 to get their SIM card and then sell the phone. You can put the 7-11 SIM card in your Roger's phone. You can also buy a used speakout SIM Used SIMs for sale but people want quite a bit for the SIM card and it is pretty risky to buy from one-time sellers. Speakout does not collect your name and address so the used SIM cards work fine. Once you have the speakout SIM card you can call speakout to set up an account.
3. Can you keep your Rogers phone number? Yes. However, you must not deactivate your Rogers account until you have setup an account at 7-11 and ported your rogers number over to speakout. Porting is free. You can port your number to a new or used speakout SIM card.
4. Preserving your Rogers pay as you go account balance. You will have to call Rogers and setup the $30 month-to-month plan and have Rogers cancel your pay as you go account and transfer the pay as you go balance to the monthly plan. When you port your number or cancel the monthly plan, Rogers will send you a refund cheque. Remember, you must port number to speakout first before canceling Rogers account if you want to keep your rogers number.
Do not take the contract option. Choose for them to bill you not take from your credit card. You want them to use the account balance to pay for the month-to-month and not credit card, obviously.

tutorial on saving your pay as you go account balance:
Thanks Vancouverbc. I had already bought the $100 vouchers from Rogers. My question is if I had some $17 remaining on a Rogers SIM, will you trick of transferring to a monthly plan and then cancelling net me the $17 back?
It's almost a trivial amount but then again, if all it takes is a few minutes, I can still get my daughter something for that $17.

You'd have to pay first and last months rent which is $60 so it wont help you

Thanks for the quick reply. Would you know if Speakout users are considered like Rogers users wherein incoming call is free between Pay As You Go users? Or will Speakout Customers always have to pay airtime even when receiving calls from Rogers or Speakout customers?
Why does one have to switch to Rogers Monthly plan to port # over to 7-11?
We can't just port Prepaird Rogers over directly?
My Rogers prepaid is unactivated now (519 # for K-Waterloo).. debating whether to activate it to port over to SO, or just get a new SO 519/226 # anyway
so much work to call Rogers, add $10-$25 only to activate it and port over
