You can try to find Skype Lite (official skype version) from sources other than skype.com since they discontinued Skype for Windows Mobile and Skype Lite J2ME to focus on a "more richer experience." -- bullcrap in my opinion.

What is you location as Skype works only in some limited Countries like Brazil, Denmark, Estonia, Finland, Poland, Sweden and UK.
You can receive calls (if you have skype credit), instant message and see who’s online. But if you want to make calls, mobiles, or any of your Skype contacts, this is not possible
