Just got an iPhone 3gs 3.1, should I upgrade FW?

This is my first iPhone! Basically, I was given a 3gs from a relative who isn't very technical and never did anything with his phone. From reading the past few days, I've determined the iphone is a week 32 and has 3.1 on it now.

Seeing that 3.1.3 and 3gs don't go well for jb and unlocking, should i even consider about updating the 3.1 to something higher? I was thinking about 3.1.2. Or is there even a real need to upgrade at all?

I plan on using the iphone on ATT, and perhaps jb to run some apps (remove wifi, and customize the screens). No need to unlock. thanks.

    Do NOT upgrade.
you can't pick and choose your firmware on a 3gs like you can on the other 2. If you try to pick a firmware it will force you to go to the latest (3.1.3) which you won't be able to unlock or jailbreak. And if you can keep the phone unlockable and jailbreakable even if you don't use one or either it'll sell for a lot more if you decide to do so.

To go to 3.1.2 you'd need to have your SHSH on file with cydia. If the phone's never been jailbroken then this hasn't happened and can't happen any longer (SHSH for each firmware is limited to life of that firmware. once a new version comes out you can not obtain your SHSH for the firmware, only the newer one).

Jailbreak using blackra1n if you wish. If you NEED the unlock then go ahead install blacksn0w. Open cydia and at the top press 'make my life easier'.

So I'm basically stuck at 3.1 (but can still use blackra1n to jb) and can 'never' restore as it will force 3.1.3 for now? I take it that all i've read about using a custom ipsw for 3.1.2 doesn't apply anymore.

In regards to the SHSH and cydia, this would automatically be pulled once I load cydia? And the only one that i would have is for 3.1.3, and not any lower?

    correct.
Unless it was previously jailbroken and cydia run then you have it right you'd only have the SHSH for 3.1.3. (it'll say at the top in cydia home page which firmware's you have SHSH stored for). the SHSH is specific to the phone itself nothing to do with the user account.

custom ipsw is only for if you have you SHSH for that firmware or if you own a 3g or 2g

Does blackra1n have any minimum requirements on os version like 3.1.2? I just read a few posts and youtube how to's and they all say you need 3.1.2 because blackra1n upgrades your bb.

Or am i just confusing myself now.. lol

You need to read the instructions about using ECID on file with Cydia to restore. Besides having the ECID on file with Cydia you need to adjust the hosts file so that iTunes doesnt go to Apple for the signature but Cydia instead.
