i don't think that's a keitai but anyway , try to flash it?? maybe something is wrong with the security of the phone? you are not fully describing your problem besides the error message.

I think the issue is that there's no separate forum for Panasonic Int'l phones anymore due to it being sucked in here. Just like Softbank Samsungs are dealt with in here instead of in the Int'l Samsung forum and same with the docomo LGs.
That's an older model, one of the few to come with S60 rather than a proprietary OS. Reflash? Or move up to a model that people here actually know what to do with- that one is so outdated.
One wonders why. Do they plan on returning to the int'l market (probably China first)? Probably best to start with the P-01B (do-it-all phone) and P-03B (like the Razr- but way better) if that's the case.
They harbour a desire to return to the int'l market but say they will do it with an Android smartphone. In fact, they said that months, maybe a year ago now.
So in other words, they want to come back, but won't be any time soon, if ever.
Well, this year is one of the better opportunities. Sharp's out of the running for high-end these days (they can't possibly think their newest string of models counts) and the rumors of Fujitsu offering more than that TW-market F905i are pretty much dead. Though if it's a smartphone, unless they throw in some of their keitai concepts (W-Open, iA for the camera, etc) they're not going to stand out.
I personally don't think they will. I've heard absolutely nothing, nor seen anything in the Bluetooth SIG or FCC to indicate otherwise. Panasonic has been all talk for the last few years and I don't really expect them to suddenly come out swinging with something unique/innovative.
