Pretty sure it's included in your text package, I use it every now and again and have never gotten charged.
Also it's not new, it has definitely been around for years.

I just noticed that TELUS now has a text to landline service.
Does anyone know if there is a fee for this service or is it free if you have unlimited text messaging?

Telus got Text to landline around end of 2007, Rogers & Fido got it around begning of 2007.. On Telus Mobility its conisdered a regular normal text message on Rogers & Fido its considered a Regular Normal Text message + a charge of 25c & you can't have it disabled.

It's definitely not new. I use that for my answering machine outgoing msg because I want it to sound robotic. If you have more than 2 sentences, make sure you put "period space space and Capital next word" otherwise it sounds like a run on sentence that wouldn't stop.
