Chatr sim locks/network locks on Rogers and Chatr phones
I know that in most cases, Fido sim cards do not work in Rogers phones unless unlocked, although there are a few exceptions.
I can't tell you for sure if a Rogers sim will work in a Chatr phone without unlocking (haven't tried).
However, I have discovered something interesting. Chatr sim cards DO work in Rogers locked devices. I tried my Chatr sim in 2 Rogers locked iPhone 3G's and the Chatr sim wored in both cases without jailbreaking and without unlocking. Chatr is such a new brand that I highly doubt that these iPhones were programed to accept Chatr sim cards so I believe that these Chatr sim cards might very well work in all Rogers locked devices.
I can also confirm that 3G voice does work on Chatr.
1. no name display in either direction (incoming or outgoing)
2. no missed-call notification (who called)
3. voicemail is Rogers standard (non-enhanced voicemail)
I'm not complaining about those things and I understand that Chatr is a value brand. i'm just stating a few observations.

Devices are network locked, so the Chatr handsets will be locked to 302720, the same as Rogers.
When Bell launched their HSPA network, the devices were locked to 302610 (Bell.) Because Solo Mobile and Virgin also use Bell's network, their SIMs and network locks are also 302610. You can use either a Bell or Virgin HSPA device on Bell, Solo, or Virgin.
Devices are network locked, so the Chatr handsets will be locked to 302720, the same as Rogers.

There must be something about these Chatr sim cards and I suspect that they are actually coded so that they send the phone a message that they are actually Rogers sim cards.
Like I said, phones are locked to a specific company's sim cards, regardless of what the actual network is. When you insert a sim card into a phone, the check for if the sim card is eligible to be used in that phone is done before it even attempts to connect to any network.
The ChatR sim cards DO work in Rogers phones, every one we've tried has worked (they realized this a couple weeks before launch). Can't confirm on Fido, none of us had a SIM to test with.
Just signed up for Chatr this morning in Ottawa. Sim card was only $10, Chatr girls at the kiosk were knowledgeable and friendly. Put the sim card in my ROGERS iPhone 3GS and it works perfectly!

You should of went with WIND... Your still feeding rogers .. once chatr gets enough customers from WIND/mobi/public , rogers will pull the plug on them and back to square 1 of high rates.

Perhaps a matter of semantics, but yes. What I'm saying is that Fido SIM cards still point to the old Microcell network ID (perhaps this has changed recently?) even though Rogers has completely dismantled the Microcell network. This is also why the SIMs and locked handsets for Fido and Rogers are, for the most part, not interchangeable, even though Fido has existed in name only for the past few years and it's all Rogers.

Do you find the reference of "302720" in the IMSI or the serial number of your Chatr SIM card?
SIM lock implementation has actually got more than just to a particular MMC/MNC. It can be Service Provider, Operator Network, Country and IMSI-specific (i.e. a handset can only work a SIM card with a specific serial number). They can also be put together in combo or just alone.
In the case with Fido (as a Service Provider, 302-370), it uses the Rogers' network (302-720). Some current Fido devices are locked to the "network" rather, not "provider", thus both Fido and Rogers SIM will work out of the box without unlocking. Recent example are the newer data modems.
The situation is the same with MVNOs that use Rogers' network, e.g 7-Eleven SpeakOut Wireless, Petro-Canada Mobile and now Chatr. We most likely can stick a Rogers SIM card in their branded handsets without unlocking.
BTW, OT... I have encountered more than one MMC/MNC from Bell... 302-610 is used in its IMSI or SIM card serial number while 302-640, 302-880, 302-651 are the actual MMC/MNCs in different regions and networks.
