VOIP/SIP Services

1. Which VOIP/SIP services offer the ability to be able to port a number to them?
(I know AxVoice offers this, but who else)
2. Of these services, who offers video calling?
3. I would like to know a price range as well.
4. Has anybody tested a VOIP/SIP service with video calling over a 3G
network? How is the quality?

I plan to use a VOIP service on a 3G T-Mobile connection with a Samsung Vibrant T959 quite soon and want to test it for video calling. The video calling isn't necessary but I want it. Thus far, I have tested SIPGate, PBoxes, and Gizmo5 on SIPDroid, Fring and a couple of other apps and have not been successful with even getting the calling setup (I can make a call and hear the other party, but they cannot hear me). Also, is there a good app for texting with Google Voice? I had one but did not like it so I want to know if there is another.

Most VoIP providers accepts number porting. Some charges for it, some don't. I was able to port my number to Onesuite 2 years ago. They don't have video calling though but I don't need video calling so it doesn't matter to me. The minimum sign up fee is $10 which is consumables.
