I wanted to kick cable to the curb, so far it looks like I may have to go back. yah comcast was more expensive but I never had streaming issues.
I also have Comcast, $19.99/mo. promo rate and rep at local BestBuy can re-up it after 6 months. Your best bet would be to try that route since Clear hasn't worked out for you.

With clear,if you have a decent signal and whenever your speeds are crappy its there "management" system.
To be honest lvl1 must have some guidelines that they have to go thru before you go to lvl2 or wtver they call it. Just roll with lvl1 and get to lvl2 and they will inform you that you are being managed.

    My own experience

I have a laptop that has the Clear WiMax built into it, let me tell u something i have used 36GB of data, when i called when my speeds got slow, when i called about the issue, it was fixed the second i got off the phone and reconnected to the network.

Clear advertised on TV that there is no caps and it is truly unlimited, so when i called and used that against them and they fixed the problem and at the same time.

When the issue was fixed the connection was even faster then what i had from the begining, i do know that there is a cap on speed, after u use a certain amount, but u have to call lebel 2 tech support and get the issue.

Also, let u know another thing, once u call and try to cancel out your account, the final offer they will offer u will be the 20 dollars a month for 6 months.

Clear told me that they need the strong customer base in order to keep devolopment of the 4G network, they are also testing out LTE, so they need to make things right.

Something you have to watch out when uploading.
If you're uploading a BIG file (>100MB), the download speed suffers.
If there's no big upload, the speed is good.
After I used around 100GB 6 months in a row (as home internet), I don't see any specific throttling, but I also see increased traffic.
One interested thing you may want to know if you're in Tri-State area. Try Towerstream as speedtest server and see what happens.
I think Towerstream is also Clear.

Is it throttling or just a crappy backend?

I noticed that they fired up a few more towers down here in Miami. I could only get a signal outside the office and never at the hotel before. Now I get strong signals in both and see the new towers on the Clear map.

I use an EVO 4g for connection and rarely use Wimax so usage is not an issue. I just tried it again today after not using it for about three weeks. With strong signal I am still only getting about 56k down speeds and 1meg uploads. From work and the hotel. Different towers.

When I get back to Atlanta I'll easliy get 3.5+ meg down and 1+ meg up all day long.

Nah they do slow you down, hell even my Clear Rep said so, ( I R a Dealer) and honestly even tho i get killer speeds when im not being Throttled and such, i cant stand it, and it only happens between the hours of 7pm to 3am. A trick i was told which dose not always work is if your not using your modem at all, turn it off 100% and when you get home plug it back in and get on and your speeds are what you are suppose to be at least for about 1 or 2 hours then it goes back down to like .20 or something lame like that, hell last night i had .09 Mbps, But yes Clear needs to turn this off and fast, and if its true that getting a modem on Sprint dose help out then im just going to have to dump Clear and go to Sprint, however do they have home modems? i forgot
