All Net10s in my Best Buy are AT&T SIMs - in a strong T-Mobile area

Observed today that every model of Net10 phone at one of my local Best Buys was AT&T SIM equipped. This town is a very strong T-Mobile zone. They had about 5 models from a flip, bar-style, slider and two text-friendly versions (which I think are known to favor ATT SIMs anyway).

I live in a large city in the midwest, so no trouble with pretty much any carrier here. If I order a Net10 phone online with my real zip I will get a T-Mobile sim. I have bought a Net10 at the local Best Buy and it was ATT. In fact all the packages i looked at seemed to be ATT.

My bet is that BB's deal with Net10 calls for ATT sims to minimize the number of people who returns them due to bad signal, as when BB is ordering thousands of these phones at a pop they are not sure what stores will be getting each individual phone, or the fact that that phone might be sold through the BB website. This is merely my best educated guess as to what is going on in the situation you describe that I too have experienced.

What on the packages leads you to believe they are ATT sims? (If I were at Best Buy right now, this may be obvious.)

Your logic about all BB sims being ATT makes sense, and it you're right, it could apply to other chains.
