How about when someone uses an iPod to call another iPod. You know, the things with absolutely no possible way of having a Cell phone account affiliated with them? Does a random cell carrier just get put on the hook for connecting the devices? Weird. I would have thought the devices had the program in them and they just used wifi internet to connect between the devices, the way any other webcam works. How about the new iOS 5 where facetime now works in an iphone without a SIM card of any kind, does the iphone retain the carrier information and then the carrier is on the hook for making sure your call is connected? You have time to think up clever nicknames that make no sense, so I was just curious if you could shed light on how devices that are not connected to any Cell Carrier whatsoever somehow require Cell Carrier permission in order to connect. Thanks!
It's already been rehashed several times in this thread. The FaceTime protocol, as implemented on devices with cellular connections, uses SMS short codes as a part of signalling. When the SIM card is absent, or airplane mode is on, or the device is wifi only, it uses other means. The evidence for SMS signalling has already been linked to on this thread. Please refer to my July 21 post.

This is the real FIX for facetime on chatr -- FREE

This method works, not my original idea, but still it works. On step 8 I synced to itunes to hurry up the activation. I have facetime again.

If you can't get these services working on your iPhone with T-Mobile, it's not actually because you have T-Mobile; it's because your phone isn't properly activated. This tutorial will show how to properly activate your phone using a free tool in Cydia called SAM.

    Before you start
This guide assumes your phone is both out of jail and unlocked.
You will have to reboot your phone at least one time. If you're tethered, make sure you are at a computer before you start.
Make sure you have SBSettings installed and assigned to status bar swiping. If you mess something up, sometimes it will kick you to the PC-Free set-up screen, and the only way out of it is hacktivation or SBSettings.
International text messages are used to activate FaceTime and iMessage. This means that if you have a few extra bucks on your next cell phone bill, don't whine to me. Consider this (and the messages iOS will actually give you during this process) to be your only warning.

    Here we go

    1. Add the source http://repo.bingner.com/ to Cydia.
    2.Install SAM.
3.Open SAM and go into utilities.
4.Press the button to revert your lockdownd to stock (I forget what the button is actually labeled).
5.Tap "De-activate iPhone," then tap "Regenerate SIM."
6.Go back to the main page in SAM.
Under the "Subscriber Artificial Module" section, turn "Enabled" to ON. (If "Hacktivate" is available, make sure it is OFF.)
    7. Reboot your phone.
8.When your phone is done booting, iTunes may give you an error regarding updating carrier settings. This is normal, as they don't have any carrier settings available for T-Mobile USA.
At this point, you might receive a message on your phone regarding potential SMS fees for activating FaceTime. Just accept and open SAM again.
    9. Under "Subscriber Artificial Module," turn "Enabled" to OFF.
10.Respring or reboot (reboot to be safe, but respring worked okay for me).
11.Open Settings and go to FaceTime. If it is not activated yet, give it maybe 2 minutes. Do the same for iMessage.
    12. If your stuff activated successfully, make SURE you go into SAM > Utilities > Backup Activation. If you ever have to restore, your official, non-hacktivated, wildcard, fully-legitimate, T-Mobile activation will be available for restore.

iPhone 4 requires mms messaging to function correctly for FaceTime activation and will only activate on supported iPhone carriers. When used with Chatr, the iPhone tries to pull Rogers mms information to activate FaceTime and fails.

Good luck getting it activated, only way I've seen it through hacked methods since Chatr isn't an apple supported virtual carrier carrier like koodo or fido.

FACETIME always work, As Cellular Data is not avaliable on $25 and $35 Rate Plan, you can't Activate it through Cellular Data.

You need to be connected to WiFi and just sync FACETIME Devices (In my case it is IPHONE 4 & IPAD 2), You either need IPHONE Mobile # or Email,

Inside your IPHONE Save your own Phone # in Contact as well as Email address, If you are trying connect it to IPAD make sure it is Active through Settings & just use FACETIME APP.

On IPHONE 4 & IPAD 2, I am able to use FACETIME with both Email & through Iphone Mobile Phone #
