I got the same text message on my R451C. Being who I am, I did it and then suddenly my phone could roam (w00t). I have no idea why things went wrong for your mother. I just wanted to share my own experience.

can you receive phone calls because she can't and theres no reason why she would need to update for roaming because she dosen't go any were.

My phone still works perfectly. I can make and receive calls with no problem. The only difference I've noticed is that in a spot near my workplace where I used to lose service completely, I now get a faint signal and my phone says "ROAM." This began immediately after I "updated my roaming capabilities." I hope your mother's phone is in working order soon!

Has your mother tried doing it again, making sure she follows the text instructions exactly?

Call ST from another phone. Wife had the same problem with a 620g I believe. Turns out one of our kids mashed some numbers into the "special code" section of ST's menu. (if your phone has this) and calling was disabled until ST gave us the correct code to re-enter.

With a C suffix phone, doesn't that mean you're on Verizon/CDMA-- and there isn't supposed to be any roaming on ST CDMA?. Yes, no?

You are correct. The update had to be something other than for roaming.

Then why, after a year and a half of never roaming, did my R451C begin roaming?

Anything is possible. Trac doesn`t seem to put much importance in notifying the public when they make changes.
