Question Cheap cellular service w/o contract - incoming free

I am on the look out for some cellular service with good coverage in LA and OC that can give me incoming free for less than $15/mo.

I would prefer prepaid plans and certainly no contracts.

It is OK if the provider restricts me to incoming free only for their network (like Sprint to Sprint free), but the fixed cost per moth needs to be less than $15.

It is also OK if the provider allows free outgoing to toll free numbers.

    Ideas?

Tips about "Pay on the go" plans that charge $1 or less per day of use welcome!

US Only, preferably GSM(I have a lot of GSM handsets and only 1 CDMA).

I would be getting ~500 mins of incoming calls a month and almost 0 min outgoing calls.

    Updates:

If a carrier has a plan to which they allow me to add another line that would bring the cost per line to around $25 or less, I am happy.

For example, a $40 plan with $10 to add a line that would have >500 min incoming and unlimited internetwork calling is just as good!

No carrier offers free incoming for under $15 a month, you're asking for way too much.

T-Mobile has 1500 minutes or texts for $30 a month. Which means you get 1500 units that you can either use for talking or texting.
LTE has arrived. The third carrier in Las Vegas with 10x10 LTE coverage

Coverage will expand to 100 million LTE pops for the first half of 2013, with the second half of 2013 expanding to 200 million POPs covered. Release 10 LTE (2×10, 2×20) will be better performing than all other competitors.

    My main points are:

    1. No contract
    2. Some kind of free internetwork calling
    3. If the minimum plan a carrier has is $30, but they allow me to add another line for $10 or less, I am happy.

No carrier offers what you need, you need to lower your expectations or raise your monthly expenditures.

I have to second what Kies said. If you want unlimited in network calling, your going to be paying a lot more. I believe VZ Prepaid offers it, but just look at the price...

$15 will generally get you up to 150 maybe 200 minutes on prepaid.

How many minutes do you actually need?

USCC used to or does offer free incoming calls. Southern Linc/Nextel might still too but uh, not many carriers still offer free incoming and if they do it certainly isn't coming in at $15 a month.

No plan offers that either. Family plans start at $49.99 or $45 for the first line at Walmart Family Mobile + 25 for each extra line.

US Cellular does on price plans above I think 45.00 a month. You are right. But it does not include any internet or texting. For those you are looking at about another 50.00 in fees.
I just left them. For the cell service alone no text or net it was just over 55.00 a month.
I went to Virgin and get unlimited everything for 60.00 and then found out you get the same from Straight Talk for 45.00.
Had to see what ST was like so I bought a Net capable ST phone and can say that I would be just as happy with them as I am VG.
ST just needs to get a decent droid for me to port my number over and make them my reg phone service.

One thing for sure. I will probably never go back to a contract phone. Why pay so much more for the same service I can get with PaYG for so much less.

Does Walmart Family Mobile allow BYOD? What is amazing is that there are a few ATT based MVMOs that are offering unlimited calls + text for $40 tax included!

I found 2 : joltmobile and the tier plan from puretalkusa seems interesting.

I would hope joltmobile has good service though - there is so very little feedback about them.

The cost for another line is $40 because there is no family plan offering. Plenty of T-Mobile MVNO's offer unlimited talk/text in the same range. Simple Mobile has Talk/Text for $40 a month and both Simple and Walmart support BYOD.

I don't understand the term "RTR" at the bottom of the PAYG plan at http://www.joltmobile.com/rateplans.aspx

It seems they charge $25 just for the SIM?

I am not sure, but it seems Jolt is the only GSM operator offering the $40/mo unlimited calling?

Their PAYG also competes directly on price with AT&T, but Jolt wins because they give 90 day validity on $10 refill/top-up and AT&T gives only 30 days!
