Required 4G data plan with Optimus?

I was wondering why I would need to up my Android data plan to the 4G plan just to get an Optimus. I am replacing my MT3G with the Optimus due to usability issues so I already have an Android web feature provisioned on my account. The Rep told me the 4G data ad $30 s month) on was required to get the rebate? I can see it on the MT4G or another 4G phone but the Optimus is 3G, right? Can anyone offer some insight?

Might depend on location, but I'm on a $20 web plan, which makes me eligible for the rebate. I came over from AT&T, though, so it may have something to do with being an upgrade?
