There are no "towers" inside a tunnel or underground, therefore nothing to share. Each carrier has to have their own antennas and mounting points, generally along the tunnel walls. Only difference would have been advance planning by the newcomers to get the required space, conduit and antenna mount points installed with the original construction.
Furthermore, the whole tower sharing "obligation" had a huge "technical feasibility" caveat that would effectively made the obligation unenforceable. Even if the incumbents did take unfair advantage of this "out", a look around will show that many towers weren't ever designed or built to take on another set of antennas and the incumbents had NO obligation to expend any $ to accomodate such a structural change to their existing towers.
Don't quote me on this, but apparently Telus has a monopoly on the entire Canada Line network, be it underground or not. I'm not sure as to why they have this monopoly -- if I remember correctly it was because they helped invest huge money in the Canada Line -- but, they allow the other big 2 in on this coverage for a price. Unfortunately, for the new entrants, that cost is just not feasible. I read this all somewhere, and it's bugging me to know where from I got this info -- it was an article, I think.
Well yes, for HSPA. Telus has separate LTE, so their agreement might cover separate transmitters for that too.
Heh, I remember they got the network up in time so that Bell could sponsor the Olympics with the official flagship Olympic phone... the Samsung Omnia II (ack!). Amazing how things change in 2.5 years isn't it?

Mobilicity frees Canadian cellular smartphone users - or at least - till one of the big 3 gobbles them up!
Because it is still a problem...
Well you can force ur phone to WCDMA preferred and roam on the Rogers network if u need service..
My office is in Sinclair Centre, so every morning I just listen to my downloaded podcasts till I get to work.
Mobilicity will have to spend some very big bucks before we get any service on their network down under....
Simple as that for frequent Sky/Tunnel Reain travellers..

Interesting. I work at Waterfront and I experience some dead spots, but the coverage is fair for the most part; however, I have been to Sinclair center center various times and the coverage in that building is HORRIBLE. How do you cope with that?
An office phone and secretary....LOL
