I'm guessing the slowing of the rollout even in Calgary (they already delayed Vancouver and Edmonton) means they are eying on gobbling up one of the new carriers Wnd or Mobilicity. Pure speculation but it makes sense and I'll put my money on Wnd being the target.

The only problem with purchasing existing AWS provider is that it's not LTE, they will have the additional headache of migrating to LTE in the coming years. That would be more costly move instead of doing LTE from the start.
I'd suggest Shaw is taking a 'breather' to understand what direction to go (especially after AT&T / T-Mobile announcement from last month).
