CDMA carriers do not lock their phones as such (the SPC is 000000)
Technically, all CDMA phones are locked via MSL/SPC, but some carriers use the same, trivial, well known lock code on all phones (VZW postpaid, Cricket).
Some carriers, such as Sprint, metroPCS, VZW prepaid, and maybe USCC, all use non-trivial device-specific lock codes that are not easily bypassed.
I am a little confused. My Verizon phone was able to roam on GSM because they used TDMA. Tell it was shutdown. The phone recognizes it as Analog. If PCS has TDMA, It could be technically be used on GSM.
