Try turning it off, take the battery out and leave it for a bit and then turning it back on. If that doesnt work, i have a feeling it will need to be fixed by Softbank/Sharp

do you know the hard reset combo button for 003sh?
This page says that if you hold down the Menu button from while the Softbank logo is showing, and keep it held down, then you will start the phone in "Safe Mode" - worth a try? http://blog.kassyi.com/2011/07/003sh.html

you can't , the phone is locked, it might also be your SIM that is not compatible with the phone? or either the previous owner messed up the system file and thats why its stuck on an infinite boot, connect the phone to your computer and see if the sdk detects it even when booting up just type adb devices , if you see a serial number then just try adb recovery reboot and see if the phone goes to recover/safe mode. I dont have the phone so i can't play around or tell you what to do.
We lose as much as we gain through life, and that includes who we used to be.
