Ok I think you are confused. There are 2 charges involved here:
Roaming call forward charge:
Mobi: 20c / call /min
Wind: 25c /call /min
Sms notification charge:
Wind: $0
Mobi: No sms notification (UNLESS the caller leaves a voicemail. In that case, 10 cent for incoming sms.)
What you are talking about is the SMS notification charge. What I am talking about is the call-forwarding charge. In mobi you pay 20c to forward the call, in wind you pay 25c .
Fido is the ONLY carrier that I know of that has found a way around this. They disconnect the call before the roaming network routes it to voicemail.

The forwarding was sent to my other Bell cell before I left the home zone. So I got all texts to the Bold free. And the calls just went to the other cell so I could see the number calling.

Fido has done this back and forth a couple of times. In the old old days, Fido's roaming in the US will be no charge if forwarded to voice mail after a few rings. Then after they got bought out by Rogers, a couple of years later, then they aligned with Rogers to start charging for conditional forwarding (including Voice Mail). And then a few years later, they changed back to no charge.
Fido allowed incoming SMS free of charge while roaming in the US, for most, if not all of these times as far as I know.
So if you only need it as a "pager", getting Caller ID and receiving SMS, ironically it's cheapest to have a postpaid Fido roaming in the US. But if you ever use it, then other providers (like WIND or Mobi) are indeed cheaper by far.
At the time, Even Fido reps were very confused about if it's billable or not, during any of it's periods.

I was unsure if it was set up while in the home zone or while roaming, so I posted a message to that thread. Hopefully someone can try it out and report the results. I'm very interested in getting this working (http://www.howardforums.com/showthre...-WiFi-networks!) even if I have to manually set up unconditional call forwarding.

Once the phone is turned off on the Mobilicity zone after activating the call forwarding, there should not be any charges. If the phone is turned back on in one of the Roaming areas, even for a few minutes, the phone will connect to a roaming network. Therefore, switching the phone off will not make a difference. You will still be charged roaming because your Mobilicity phone has connected to the roaming network. I recommend that you switch your phone off in the Mobilicity zone to avoid roaming charges.
