How do you go about re entering or changing the country and town? That's on the first start up of phone

Try These steps in order:

*#7780# - Restore factory settings - resets all the settings to the default
*#7370# - Reformat your phone

Phone reset code: *#7370# with lock code 12345
12345 is the default code, but if you've changed it yourself, put in your new code.

Thanks for info Jeebs4 but fortunately I was able to set it without doing a restore
When I accessed the files on the phone it had a message that country wasn't selected so it was easy to fix.

I currently using Nokia E71 and it is latest version of the Nokia mobile phone which has a best features and great camera picture quality. It sound quality also great and best then other. It is one of the best Nokia mobile phone.

Update to the latest version, your E71 will never give you problems!
