Also, if you are outside your unlimited zone, are you billed by the minute for call forwarding? I'd still be within the local calling area if that means anything (i.e. I'm unfortunately 1km outside the unlimited zone, but my home phone works just fine!)

If Chatr bills for forwarding the way Rogers/Fido does, then your location doesn't impact call forwarding charges at all. CF charges are determined by the number being forwarded to and it's proximity to your local calling area. Really, the only two types of charges you should have to worry about are long distance (if the number you are forwarding to is a long distance number from your incoming LCA) and call forwarding minutes themselves (if your plan didn't have CCF included, which all chatr plans should). Zoning limitations should make no difference.

All of the Rogers' services including Chatr, Fido and the big red cellco brand "Rogers" blocks call forwarding to toll free (800/888/877/866/855) numbers. It is also our understanding that call forwarding to numbers that are normally long distance (but within your plan e.g. province wide for $25 and Canada-wide on $35 and $45 plans) are on Chatr only, are non-chargeable. We have only tested call-forwarding to numbers that are otherwise toll chargeable within the Greater Toronto area and have found such calls to be without charge.
There is a very quick way to test,
1) dial *225# from your Chatr phone to check your balance
2) Call Forward to the intended number,
3) Place a call to yourself, insuring that there is an answer on the line of the forwarded to number
4) deactivate call forwarding
5) re-activate conditional call forwarding to voice mail, if desired
6) dial *225# from your Chatr phone to re-check your balance
