"Roaming" does not exist per se on ST. You are either on network (a carrier they have an agreement with) or not. Now on the data, anecdotally you may be able to sneak by with higher data use on the T-Mo SIM. There is nothing official to support that, and you take the same risk doing so as with the AT&T one--namely, you can be shut down and terminated, lose your phone number, and no refund of any kind.
