Theres been anecdotal evidence that if you don't have the "4G data plan/code" on your AT&T postpaid account, your speeds will be up to 7mbps but with the 4G code/plan, you can hit higher than that or at least its easier to hit higher than 7mbps with it.
I think part of the reason ST GSM-A will never see super fast HSPA speeds is that we're proxied through AT&T servers in Chicago. Meaning our data is routed from your location to AT&T's servers in Chicago before going back out into the public internet. This adds latency and the higher latency impedes the higher speeds.
This is just my guess...

In Ohio near Cleveland I'm usually get these speeds. Yes I'm on ST with an iPhone 4 iOS 5 jailbroken tethered for now
The LA server seems to have problems, even with my cable internet it is much slower than the other servers. Sorry I cant do a more accurate test.
They must have upgraded the towers in my area, because inside my apartment, I can now get 5mbps fairly consistent. I used to only get 3mbps inside. (I've always tested on the same spot on my desk.)
(only top 4 are from today and same location)
My screen shot app is having issues, but I just did 7.46mbps down.

For the ones who are getting speeds of above 4-5mpbs on their HTC Inspires 4G, can you please post the Radio version you are using with your ST SIM? Also, the accompanying RL or whatever it is will help, as well as the build prop settings? I pretty much top out at around 3mbps.

Mine were stock for the most part......you may be limited by the network in your area or you are further away from the nearest cell tower.
