If that's the way things worked many guys would still be around. The only party with a direct contract is zcom, everyone else has a contract with zcom NOT verizon.
Its not fair I agree, but unfortunately fairness is not something that is considered in business.
Zcom is being thrown under the bus. Who do you think Zcom got the idea of activating fraudulent prepays from? Their account managers.
My account manager at the time was going around to our entire franchise giving us this 'great' idea on how to add new lines and still make money. Our stores all brushed him off b/c it wasnt worth the time and money to do this and will eventually lead to chargeback and scrutiny. Im sure he swallowed real hard and his face turned red when he read this article.

aaaaannnddd, once again, massive corporate greed and the desire to satiate stockholders swallows up the little guys. Verizon Wireless will eventually shake this embarrassment off and recover from it. ZCom and it's subs will not. I'm 100% convinced that Verizon Wireless AM employees were the driving force behind this fraud, they floated the idea to ZCom's higher ups, and ZCom's brass probably saw the AM's endorsement of these practices as a Cart Blanche pass to do this crap without retribution. Now that VZW is under the spotlight, they're throwing up their hands as though they weren't complicit. Laughable.

This practice was promoted heavily in the Washington / Baltimore market as well. The Director for Indirect, Regional Managers and Account Managers were all pushing this to the agents. At the beginning of 2010 they changed the compensation and expiration rules for prepay. At a 2010 Kick Off meeting, the Director went out of his way to point out that, once activated, accounts would only be de-activated for non-use after the 180 day vesting period. We were told that the only way we would be charged back was if the customer called and asked to have the number cancelled. Kinda hard for that to happen if the customer never actually takes the phone (wink, wink). Don't know about other markets, but we were also told at that meeting that VZW would start counting pre-pay activations towards our quotas. AMs came around to the stores and promoted this practice, and touted the great numbers other agents were putting up. They suggested that we pay the initial fee to put airtime on the account for the customer. We even had agents putting out approved advertising with this program. Whole thing stinks to high heaven. Hope they put a few people at VZW under oath for depositions. I'd pay to see that!
