proxy address as ip address?

how to set this?

ie:

Access name: proxy.bell.ca
>>>HTTP proxy: web.wireless.bell.ca:80
Port: 80
Auth type: none
User ID: blank
Password: blank
Protocol: HTTP

My phone does not let me enter letters, only IP numbers in the ">>>" for "Proxy Address"

I tried 204.101.237.163 but it does not work. and says "Service Unavailable"

I want to use "Self serve" via WAP browser

Is it possible to debug the APN login process with QXDM? or set APN settings with QPST?

update: web.wireless.bell.ca = 206.47.201.84 and not 204.101.237.163

Also I think I have to add the 100mb data to enable it.. its too late now to deactivate it
