Why would that be? When I ordered the Droid incredible last year it was still on back order.They didn't make employee account wait. Why is the iPhone different?

Are you looking for an answer on this or was it rhetorical? If you were looking for an answer, its pretty simple. Verizon wants the stock that is available to find its home with there customers first. Who generates more revenue? The customers flocking to upgrade and add data packages or concession accounts?

Once there are little to no stock limitations, it will be available for concession accounts.
