Is it possible to change the number of rings before VM picks up? I assume its at 30 seconds now. Could it go to 45 seconds?

The phone does not determine how many rings it takes to go to voicemail. That is controlled at the network level, and if you can't find anyone that knows how to (or is able to) change it for your device, you're unfortunately out of luck on this.
I remember hearing somewhere that customer service or support could change this in some markets, but that was several years ago and things could have changed since then (if it was ever possible in the first place).

Same here. Last I heard a request could be made to change this, but that was years ago. There are definitely things that can be requested that the front-line reps cannot do themselves. For instance, for my home phone connect line, I wanted no voicemail. Rep had to search it and submit a 7 day request, but they got it turned off.
There is a bit of semantics going on here. The delay before rolling over to voicemail is in time (seconds), not rings. The number of "rings" depends on your ringtone, which is something you configure on your phone, and the network doesn't know anything about.
It used to be that you could call customer service have have them change the number of seconds before your incoming calls rolled over to voicemail. My understanding is that that feature has been removed from their switching equipment. I had such a custom setting years ago, but it has since disappeared.
