Have you tried doing a hard reset to the phone? Take the battery out for about 10 seconds then put it back in and see if that makes a difference.

I've got 4G coverage in Rapid City, SD this morning, added today 11/17. The bad news is that I'm averaging 3Mb down and 2Mb up. It' very slow, almost as slow as 3G and yes I confirmed I'm using LTE. I also have a -74 dBm signal, and I can see the tower from where I'm at, it's only like 1000 feet away. Does this seem out of the ordinary to everyone? I'm not sure what the average speeds are. Is there somebody I can complain to?

I just tried it, no difference. I'm on a Thunderbolt, latest radio, by the way.
Call Verizon then and see what they say.
It's kinda sad when I can get up to 6mbps (3-5 average) on AT&T 3G, yet your struggling to get 3mbps on LTE.
Talk to their tech support and see what they say then report back. It's possible Verizon may not have backhaul in or something. But those speeds on LTE are not something to brag about for sure and I know I would be disappointed.
On the news last night they said LTE stretches to Hill City and out to Ellsworth Air Base. That is not very far either way IMO.
FWIW, the 4G in my area (it just got turned on last night too) ranges from a low of 8 Mbps download to a high of 15 Mbps download. Uploads are running between 3-6 Mbps. Your speeds will also vary based on which test server you connect to as well. My signal runs around -90 dBm. Pings are good, but not great. They vary between 90 ms to 105 ms.
Your slow speeds may be because of your phone being in a low coverage area. As crazy as it sounds, there is no way to determine on the phone what your 4G signal level is.
There is a test server for Speedtest.net here in town. My pings are about 115ms, consistently.
****! I just had a friend try the speedtest.net app on his phone and he got 15Mb/s down and 20Mb/s up. My Thunderbolt sucks.

I'm curious what 3G speeds you drop down to when you get out of the LTE area. I have friends on Verizon here between Sturgis and Spearfish getting between 500k and 1mbps on average. And I know a few of them hated it even more in Rapid City. Going from LTE speeds like you posted to that would be painful to say the least.
Ok, so i downgraded my radio and now I'm getting 22Mb/s down and about 9Mb/s up. That is a lot better.
