I've done a factory reset on my Galaxy S2 LTE and I still cannot receive calls. I can receive texts and also call out. I thought maybe it was with the LTE network but I've brought it down to HSPA+ and I still cannot receive.
What happens to callers who call you? Does it go directly to your voice mail?
Try calling yourself from a landline phone and see what happens. From the landline phone, does it seem like your cellphone is ringing when it in fact isn't or does it just go directly to voice mail?
If it goes directly to voice mail, it could be a problem with call forwarding.

Agreed, definitely sounds like a call forwarding issue. Check your call forwarding settings. If your phone isn't set up to forward calls, give it a day to rule out any temporary network issues, then call Rogers technical support if the problem persists.
Have you tried turning off dual carrier technology? I can email you a link to how to turn it off. If not you can always go to the Samsung service center in montreal. They'll fix it within 2 hours

I've disabled call forwarding (I would assume factory reset would stop all call forwarding). I swapped my LTE sim in another phone and it received a call just fine. I swapped a non LTE sim card into my phone and received a call just fine as well.
This leaves me to believe that the SIM card is faulty even though it worked in the other phone. I went to future shop and they would have given me another galaxy s2 LTE but they had none in stock.
Yes I've tried switching to HSPA and still cannot receive calls.
UPDATE 3:
OK I have it defaulted to auto mode so it searches for GSM/HSPA/LTE. I switched it to HSPA only and it could not receive calls. I dropped it down to GSM only and I was able to receive calls. This got me a little confused. Switched it back to HSPA only and again I could receive. I crossed my fingers and switched to auto mode and I had an LTE signal. I RECEIVED A CALL!!
I started to jump for joy, my phone worked again. Phones from my landline one more time to check and #$@^ it went to busy again.
I'm really confused with this. I'm probably going to go to future shop tomorrow but if anyone can bring up something helpful by tomorrow it might save me some trouble dealing with future shop with a faulty device.
UPDATE 4:
OK so I've got it to where as long as I don't switch it to auto mode with LTE I can accept calls on GSM/HSPA. But this is a major issue, what good is my LTE if I can't use it.

That makes me the switch has failed to page or the handset has failed to receive the CSFB message from the network. I would ask to replace with another LTE specific SIM card to eliminate another possibility first.

The point i was trying to make was that there must be a service center in that city. If not than yes they CAN afford to travail to montreal to fix there phone. MOOK!

Also you can always call them and mail in your phone!

First, troubleshooting with the service centre in a particular city is not always possible as long as Samsung has not set up a public accessible facility for such occasion in every "city". Call Samsung and they will tell you to go to the point of sales or contact your carrier first. You come here to offer a suggestion, which is fine and would be appreciated. But what you are suggesting is like a one-size-fits-all for people from coast to coast to coast! It is not a viable solution to some others.
